NEWMOA's Solid Waste Program focuses on various solid (non-hazardous) waste issues that fall under Subtitle D of RCRA. These include municipal solid waste (MSW), construction and demolition waste, commercial waste, industrial non-hazardous waste, and others.

NEWMOA coordinates a Solid Waste Steering Committee consisting of one or more solid waste program managers from each of the Northeast states. The Committee helps to prioritize NEWMOA's solid waste activities and coordinates conference calls and webinars.
